Lloyd has over thirty years of construction experience managing large public and private construction projects including buildings, airports and large renovations. He has served as a consultant/arbitrator on numerous construction claims and worked with various attorneys and public agencies on construction claims and contract administration. His responsibilities as a Senior Consultant with CONTECH include analysis of construction claims, preparation of Expert Reports and Expert Testimony.

His thirty-plus years of hands-on experience in all aspects of civil and commercial construction provides him with the skills to address virtually all types of construction claims. He has worked on issues including design errors, bid errors, changes in subsurface conditions, conformance to plans and specifications, change order and cost analysis, as well as critical path analysis, delays and extended costs.

Lloyd has extensive experience in the analysis, consulting, research, and negotiations in multi-million dollar litigations within the construction industry. He has served as a team leader in oversight of the entire claims process, from initial stages through trial and/or settlement. This includes the review of construction schedules and documents for impact and delay damage analysis. Claims have ranged in size from several thousand dollars to over one hundred million dollars. Lloyd has testified as an expert witness in many construction claims.

As a construction manager, Lloyd progressed through levels of increasing authority to General Manager within a diversified general construction/engineering firm. His responsibilities included the management of operations, personnel and financial functions for several million dollars of construction projects. He was also responsible for the negotiation, writing and interpretation of contracts as well as the coordination of the design and construction for design-build contracts.

Lloyd has been responsible for the structure erection, tenant construction, R/F shielding, and SCIF construction on all types of facilities including embassies, government buildings, office buildings, hospitals, prisons and schools. He has setup and operated extensive operations in various countries including Africa, Central America, Canada and across the United States including all contract administration and negotiations for these projects.
